Project description
Dual‑Inno – Ostrobothnian Dual‑Use Innovation Ecosystem is a regional innovation ecosystem being established in Ostrobothnia to support companies in developing and commercializing so‑called dual‑use solutions. Dual‑use refers to technologies, products, or services that can be utilized for both civilian and defense or security purposes.
The project is driven by the changing international security environment, Finland’s NATO membership, and the so‑called New Defence thinking, all of which have created new business opportunities for companies while also imposing new requirements. Small and medium-sized enterprises (SMEs) and startups, in particular, often possess expertise that could be applied to dual-use, but market entry is hindered by factors such as limited networks, lack of market knowledge, and certification and regulatory challenges.
The project is being implemented by Vaasa University of Applied Sciences, with the establishment of the ODDS Hub (Ostrobothnian Dual‑Use, Defence and Security) at its core. The hub will serve as a regional platform for collaboration and development, bringing together companies, universities, research institutions, and other stakeholders. Its goal is to lower the barriers to new markets, promote co-development, and connect Ostrobothnian actors to national and international networks.
Goals
The main objective of the project is to establish and consolidate a functional, well‑networked dual‑use innovation ecosystem in Ostrobothnia. This goal is supported by the following concrete sub‑objectives:
- Strengthen the innovation capabilities of regional SMEs and startups in the dual‑use and defense sectors.
- Improve companies’ understanding of the commercialization, markets, and requirements of dual‑use technologies.
- Support the development and piloting of new products, services, and initiatives.
- Develop the ODDS Hub into a regional coordination and collaboration platform that will continue operating beyond the project’s duration.
- Increase Ostrobothnia’s visibility and integration with national and international clusters, programs, and funding channels. Promote the emergence of new, internationally scalable business and enhance the region’s vitality.
At the same time, the project supports regional RDI (research, development, and innovation) activities, business growth, and long-term security and resilience capabilities.
Results
The project’s results are divided into three main areas, corresponding to its work packages:
Activation and Networking
- Four regional dual‑use and defense‑themed events (e.g., seminars, workshops, networking sessions).
- A company and stakeholder mapping to identify the region’s dual‑use potential.
- A communication platform and tools to support ecosystem visibility and knowledge sharing.A regional report on dual‑use opportunities in Ostrobothnia.
Ecosystem Building
- Establishment and operationalization of the dual‑use innovation ecosystem and its supporting coordination structure.
- ODDS Hub advisory board and a clear operational model.
- Links to national and international clusters and networks.
- A company portfolio to be used, for example, at trade fairs and networking events.
Innovation Capabilities and Development Models
- A regional innovation model for dual‑use and defense innovations.
- Definition of RDI support services and a service portfolio (including incubation activities).
- Three concrete demonstrations or pilots that test and illustrate the operational model in practice.
In the long term, the project will create a sustainable operational environment in Ostrobothnia that enhances companies’ opportunities in dual‑use markets, attracts new projects and investments, and supports the development of skills and education.
